If our planet is going to survive the climate crisis, we need to act rapidly. A critical look at the political economy of urban bicycle infrastructure in the United States

Not long ago, bicycling in the city was considered a radical statement or a last resort, and few cyclists braved the inhospitable streets of most American cities. Today, however, the urban cyclist represents progress and the urban “renaissance.” City leaders now undertake ambitious new bicycle infrastructure plans and bike share schemes to promote the environmental, social, and economic health of the city and its residents. John G. Stehlin traces bicycling’s rise in popularity as a key policy solution for American cities facing the environmental, economic, and social contradictions of the previous century of sprawl. Mapping the transformative effects of America’s urban solidarity economies

Solidarity economies, characterized by diverse practices of cooperation and mutual support, have long played pivotal but largely invisible roles in fostering shared survival and envisioning alternatives to racial capitalism globally and in the United States. This book maps the thriving existence of these cooperative networks in three differently sized American cities, highlighting their commitment to cooperation, democracy, and inclusion and demonstrating the desire—and the pressing need—to establish alternative foundations for social and economic justice.

Collectively authored by four social scientists, Solidarity Cities analyzes the deeply entrenched racial and economic divides from which cooperative networks emerge as they work to provide unmet basic needs, including food security, affordable housing, access to fair credit, and employment opportunities. The One-Way Street of Integration examines two contrasting housing policy approaches to achieving racial justice. Integration initiatives and community development efforts have been for decades contrasting means of achieving racial equity through housing policy. Goetz traces the tensions involved in housing integration and policy to show why he doesn't see the solution to racial injustice as the government moving poor and nonwhite people out of their communities.

The One-Way Street of Integration critiques fair housing integration policies for targeting settlement patterns while ignoring underlying racism and issues of economic and political power. Goetz challenges liberal orthodoxy, determining that the standard efforts toward integration are unlikely to lead to racial equity or racial justice in American cities. In fact, in this pursuit it is the community development movement rather that has the greatest potential for connecting to social change and social justice efforts.

The aftermath of Hurricane Katrina laid bare the tragedy of American cities. What the storm revealed about the social conditions in New Orleans shocked many Americans. Even more shocking is how widespread these conditions are throughout much of urban America. Plagued by ineffectual and inegalitarian governance, acute social problems such as extreme poverty, and social and economic injustice, many American cities suffer a fate similar to that of New Orleans before and after the hurricane. Gentrification and corporate redevelopment schemes merely distract from this disturbing reality.

Compounding this tragedy is a failure in urban analysis and scholarship. Little has been offered in the way of solving urban America's problems, and much of what has been proposed or practiced remains profoundly misguided, in David Imbroscio's view. In Urban America Reconsidered, he offers a timely response. He urges a reconsideration of the two reigning orthodoxies in urban studies: regime theory, which provides an understanding of governance in cities, and liberal expansionism, which advocates regional policies linking cities to surrounding suburbs. Declaring both approaches to be insufficient―and sometimes harmful―Imbroscio illuminates another path for urban America: remaking city economies via an array of local economic alternative development strategies (or LEADS). Notable LEADS include efforts to build community-based development institutions, worker-owned firms, publicly controlled businesses, and webs of interdependent entrepreneurial enterprises. Equally notable is the innovative use of urban development tools to generate indigenous, stable, and balanced growth in local economies. Urban America Reconsidered makes a strong case for the LEADS approach for constructing progressive urban regimes and addressing America's deepest urban problems.

Although all advanced industrial societies have urban and regional development policies, such policy in the United States historically has taken on a very distinct form. Compared with the more top-down, centrally orchestrated approaches of Western European countries, US cities and, to a lesser degree, states, take the lead, spurred on by developers and those with interest in rent. This bottom-up policy creates conflict as one city battles with another for new investments and as
real estate developers fight over the spoils, resulting in highly contentious politics.

In The Politics of Urban and Regional Development and the American Exception, Cox addresses the question of why US policy is so unique. In doing so, he illustrates the essential characteristics of American regional development through a series of case studies including housing politics in Silicon Valley; the history of the Dallas–Fort Worth International Airport; and a major redevelopment project that was rebuffed in Columbus, Ohio. Cox contrasts these examples with Western Europe’s tradition of centralized governmental involvement and stronger labor movements that historically have been more concerned with creating what he calls "the good geography" than profits for developers, whatever the shortfalls in policy outcomes might be. The differences illuminate the peculiar nature of political engagement and local competition in shaping the way US urban development has evolved.

Conflicts about space and access to resources have shaped queer histories from at least 1965 to the present. As spaces associated with middle-class homosexuality enter mainstream urbanity in the United States, cultural assimilation increasingly erases insurgent aspects of these social movements. This gentrification itself leads to queer displacement. Combining urban history, architectural critique, and queer and trans theories, Queering Urbanism traces these phenomena through the history of a network of sites in the San Francisco Bay Area. Within that urban landscape, Stathis Yeros investigates how queer people appropriated existing spaces, how they expressed their distinct identities through aesthetic forms, and why they mobilized the language of citizenship to shape place and secure space. Here the legacies of LGBTQ+ rights activism meet contemporary debates about the right to housing and urban life.

The exorbitant costs of urban housing and the widening gap in income inequality are fueling a combative new movement in cities around the world. A growing number of influential activists aren’t waiting for new public housing to be built. Instead, they’re calling for more construction and denser cities in order to increase affordability. Yes to the City offers an in-depth look at the “Yes in My Backyard” (YIMBY) movement. From its origins in San Francisco to its current cadre of activists pushing for new apartment towers in places like Boulder, Austin, and London, Max Holleran explores how urban density, once maligned for its association with overpopulated slums, has become a rallying cry for millennial activists locked out of housing markets and unable to pay high rents.
Holleran provides a detailed account of YIMBY activists campaigning for construction, new zoning rules, better public transit, and even candidates for local and state office. YIMBY groups draw together an unlikely coalition, from developers and real estate agents to environmentalists, and Holleran looks at the increasingly contentious battles between market-driven pragmatists and rent-control idealists. Arguing that advocates for more housing must carefully weigh their demands for supply with the continuing damage of gentrification, he shows that these individuals see high-density urbanism and walkable urban spaces as progressive statements about the kind of society they would like to create.

Chronicling a major shift in housing activism during the past twenty years, Yes to the City considers how one movement has reframed conversations about urban growth.

Those who recognize Mayor George Moscone’s name may think of him as the career politician who was assassinated along with Harvey Milk, but there was much more to this influential and fascinating man’s story. He was a trailblazing progressive and powerful state legislator who was instrumental in passing legislation on issues ranging from LGBT rights to funding for school lunches. Moscone’s 1975 campaign for mayor was historically significant because it was the first time a major race was won by a candidate who campaigned aggressively for expanding civil rights for both African Americans and LGBT people. He won his campaign for mayor chiefly because of huge support from those two constituencies.

Moscone was also a very colorful character who, in addition to being a successful politician, was a charming and charismatic bon vivant who was deeply embedded in the fabric and culture of San Francisco. He grew up the only son of a single mother in Cow Hollow when it was a working class, largely Italian American neighborhood, and he became the kind of politician who knew bartenders, playground attendants, small business owners, and neighborhood activists in every corner of the city. Moscone’s life and the history of San Francisco during the middle half of the twentieth century are deeply intertwined.

Through illustrating the life of Moscone, author Lincoln A. Mitchell explores how today’s San Francisco came into being. Moscone—through his work in the State Senate, victory in the very divisive 1975 mayor’s race, and brief tenure as mayor—was a key figure in the city’s evolution. The politics surrounding Moscone’s election as mayor, governance of the city, and tragic death are still relevant issues. Moscone was a groundbreaking politician whose life was cut short, but his influence on San Francisco can still be felt today.

Hella Town reveals the profound impact of transportation improvements, systemic racism, and regional competition on Oakland's built environment. Often overshadowed by San Francisco, its larger and more glamorous twin, Oakland has a fascinating history of its own. From serving as a major transportation hub to forging a dynamic manufacturing sector, by the mid-twentieth century Oakland had become the urban center of the East Bay. Hella Town focuses on how political deals, economic schemes, and technological innovations fueled this emergence but also seeded the city's postwar struggles. Toward the turn of the millennium, as immigration from Latin America and East Asia increased, Oakland became one of the most diverse cities in the country. The city still grapples with the consequences of uneven class- and race-based development-amid-disruption. How do past decisions about where to locate highways or public transit, urban renewal districts or civic venues, parks or shopping centers, influence how Oaklanders live today? A history of Oakland's buildings and landscapes, its booms and its busts, provides insight into its current conditions: an influx of new residents and businesses, skyrocketing housing costs, and a lingering chasm between the haves and have-nots.

Flame and Fortune in the American West creatively and meticulously investigates the ongoing politics, folly, and avarice shaping the production of increasingly widespread yet dangerous suburban and exurban landscapes. The 1991 Oakland Hills Tunnel Fire is used as a starting point to better understand these complex social-environmental processes. The Tunnel Fire is the most destructive fire—in terms of structures lost—in California history. More than 3,000 residential structures burned and 25 lives were lost. Although this fire occurred in Oakland and Berkeley, others like it sear through landscapes in California and the American West that have experienced urban growth and development within areas historically prone to fire.

Simon skillfully blends techniques from environmental history, political ecology, and science studies to closely examine the Tunnel Fire within a broader historical and spatial context of regional economic development and natural-resource management, such as the widespread planting of eucalyptus trees as an exotic lure for homeowners and the creation of hillside neighborhoods for tax revenue—decisions that produced communities with increased vulnerability to fire. Simon demonstrates how in Oakland a drive for affluence led to a state of vulnerability for rich and poor alike that has only been exacerbated by the rebuilding of neighborhoods after the fire. Despite these troubling trends, Flame and Fortune in the American West illustrates how many popular and scientific debates on fire limit the scope and efficacy of policy responses.

These risky yet profitable developments (what the author refers to as the Incendiary), as well as proposed strategies for challenging them, are discussed in the context of urbanizing areas around the American West and hold global applicability within hazard-prone areas.

In The Revolution Has Come Robyn C. Spencer traces the Black Panther Party's organizational evolution in Oakland, California, where hundreds of young people came to political awareness and journeyed to adulthood as members. Challenging the belief that the Panthers were a projection of the leadership, Spencer draws on interviews with rank-and-file members, FBI files, and archival materials to examine the impact the organization's internal politics and COINTELPRO's political repression had on its evolution and dissolution. She shows how the Panthers' members interpreted, implemented, and influenced party ideology and programs; initiated dialogues about gender politics; highlighted ambiguities in the Panthers' armed stance; and criticized organizational priorities. Spencer also centers gender politics and the experiences of women and their contributions to the Panthers and the Black Power movement as a whole. Providing a panoramic view of the party's organization over its sixteen-year history, The Revolution Has Come shows how the Black Panthers embodied Black Power through the party's international activism, interracial alliances, commitment to address state violence, and desire to foster self-determination in Oakland's black communities.

In this nuanced and groundbreaking history, Donna Murch argues that the Black Panther Party (BPP) started with a study group. Drawing on oral history and untapped archival sources, she explains how a relatively small city with a recent history of African American settlement produced such compelling and influential forms of Black Power politics.

During an era of expansion and political struggle in California’s system of public higher education, black southern migrants formed the BPP. In the early 1960s, attending Merritt College and other public universities radicalized Huey Newton, Bobby Seale, and many of the young people who joined the Panthers' rank and file. In the face of social crisis and police violence, the most disfranchised sectors of the East Bay’s African American community — young, poor, and migrant — challenged the legitimacy of state authorities and of an older generation of black leadership. By excavating this hidden history, Living for the City broadens the scholarship of the Black Power movement by documenting the contributions of black students and youth who created new forms of organization, grassroots mobilization, and political literacy.

The Oxford Handbook of State and Local Government is an historic undertaking. It contains a wide range of essays that define the important questions in the field, evaluate where we are in answering them, and set the direction and terms of discourse for future work. The chapters critically assess both the key works of state and local politics literature and the ways in which the sub-field has developed. It covers the main areas of study in subnational politics by exploring the central contributions to the comparative study of institutions, behavior, and policy in the American context. Until recently, policy evaluation has mostly meant assessing whether government programs raise reading levels, decrease teen pregnancy rates, improve air quality levels, lower drunk-driving rates, or achieve any of the other goals that government programs are ostensibly created to do. Whether or not such programs also have consequences with respect to future demands for government action and whether government programs can heighten—or dampen—citizen involvement in civic activities are questions that are typically overlooked.

This book applies such questions to local government. Employing policy feedback theory to a series of local government programs, Elaine B. Sharp shows that these programs do have consequences with respect to citizens’ political participation. Unlike other feedback theory investigations, which tend to focus on federal government programs, Sharp’s looks at a broad range of policy at the local level, including community policing programs, economic development for businesses, and neighborhood empowerment programs.

With this clear-eyed analysis, Sharp finds that local governments’ social program activities actually dampen participation of the have-nots, while cities’ development programs reinforce the political involvement of already-privileged business interests. Meanwhile, iconic urban programs such as community policing and broader programs of neighborhood empowerment fail to enhance civic engagement or build social capital at the neighborhood level; at worst, they have the potential to deepen divisions—especially racial divisions—that undercut urban neighborhoods.

A sobering exploration of the near unchecked power of sheriffs in the United States.

Across the United States, more than 3,000 sheriffs occupy a unique position in the US political and legal systems. Elected by voters—usually in low-visibility, noncompetitive elections—sheriffs oversee more than a third of law enforcement employees and control almost all local jails. They have the power to both set and administer policies, and they can imprison, harm, and even kill members of their communities. Yet, they enjoy a degree of autonomy not seen by other political officeholders.

The Power of the Badge offers an unprecedented, data-rich look into the politics of the office and its effects on local communities. Emily M. Farris and Mirya R. Holman draw on two surveys of sheriffs taken nearly a decade apart, as well as election data, case studies, and administrative data to show how a volatile combination of authority and autonomy has created an environment where sheriffs rarely change; elections seldom create meaningful accountability; employees, budgets, and jails can be used for political gains; marginalized populations can be punished; and reforms fail. Farris and Holman also track the increasingly close linkages between sheriffs and right-wing radical groups in an era of high partisanship and intra-federal conflict.

This book offers insights into the process and the practice of local economic development. Bridging the gap between theory and practice it demonstrates the relevance of theory to inform local strategic planning in the context of widespread disparities in regional economic performance.

Examines the ways in which austerity policies are transforming US cities.

Across the world's most industrialized economies, the financial crisis of 2007 caused a contraction of state budgets and stimulated attempts to reform debt-burdened governments. In the United States, a system of fiscal federalism meant this turn towards austerity took a uniquely fragmented and geographically diverse form. Drawing on case studies of recent urban restructuring, Cities under Austerity challenges dominant understandings of austerity as a distinctly national condition and develops a conceptualization of the new US urban condition that reveals its emerging political and social fault lines. The contributors empirically detail the restructuring that is taking place across the United States, its underlying logics, its local impacts and the ongoing processes of challenge and resistance that influences how it is shaping the lives of citizens. After decades of being defined by crisis and limitations, cities are popular again-as destinations for people and businesses, and as subjects of scholarly study. Urban Citizenship and American Democracy contributes to this new scholarship by exploring the origins and dynamics of urban citizenship in the United States. Race and class inequality are at the crux of many policy disputes in American cities. But are they the only factors driving political discord? In Race/Class Conflict and Urban Financial Threat, political scientist Jennifer L. Hochschild examines significant policies in four major American cities to determine when race and class shape city politics, when they do not, and what additional forces have the power to shape urban policy choices.

Hochschild investigates the root causes of disputes in the arenas of policing, development, schooling, and budgeting. She finds that race and class are central to the Stop-Question-Frisk policing policy in New York City and the development of Atlanta’s Beltline. New York’s Stop-Question-Frisk policy was intended to fight crime and keep all New Yorkers safe. In practice, however, young Black and Latino men in low-income neighborhoods were disproportionately stopped by a predominantly White police force. The goal of the Atlanta Beltline, a redevelopment project that includes public parks, new housing, commercial development, and a robust public transit system, is to expand access around the city and keep working-class residents in the city by constructing affordable housing. Instead, the construction completed thus far has encouraged gentrification and displacement of poor, disproportionately Black residents, and has increased the wealth and power of both Black and White city elites.

However, Hochschild finds that race and class inequality are not central to all urban policy disputes. When investigating the issues of charter schools in Los Angeles and Chicago’s pension system she identifies a third driver: financial threat that feels existential to the policy and political actors. In Los Angeles, there is a battle between traditional public schools and independent charter schools. Increasingly, families with sufficient resources are moving out of L.A. to areas with better school districts. Traditional public schools and charter schools must fight for the remaining students and the funding that comes with them. There are not enough students to teach and not enough money to teach them. The school district risks school closures, layoffs, and pension deficits; in this context, race/class conflict fades into the background.

Chicago’s public sector pension debt is at least three times as large as the city’s annual budget and continues to grow. Policy actors agree that the pension system needs to be stably funded. Yet city leaders, fearful of upsetting constituents and jeopardizing their political careers, fail to implement policies that would do so. Meaningful policy change to rectify the pension deficit continues to get kicked down the line for future policy actors to address. In this context also, race/class conflict fades into the background.

Race/Class Conflict and Urban Financial Threat is a compelling examination of the role that race, class, and political and fiscal threat play in shaping urban policy.

The problem of homelessness in America underpins the definition of an American city: what it is, who it is for, what it does, and why it matters. And the problem of the American city is epitomized in public space. Mean Streets offers, in a single, sustained argument, a theory of the social and economic logic behind the historical development, evolution, and especially the persistence of homelessness in the contemporary American city. By updating and revisiting thirty years of research and thinking on this subject, Don Mitchell explores the conditions that produce and sustain homelessness and how its persistence relates to the way capital works in the urban built environment. He also addresses the historical and social origins that created the boundary between public and private. Consequently, he unpacks the structure, meaning, and governance of urban public space and its uses.

Mitchell traces his argument through two sections: a broadly historical overview of how homelessness has been managed in public spaces, followed by an exploration of recent Supreme Court jurisprudence that expands our national discussion. Beyond the mere regulation of the homeless and the poor, homelessness has metastasized more recently, Mitchell argues, to become a general issue that affects all urbanites.

Police power was built on women’s bodies.

Men, especially Black men, often stand in as the ultimate symbol of the mass incarceration crisis in the United States. Women are treated as marginal, if not overlooked altogether, in histories of the criminal legal system. In The Streets Belong to Us—a searing history of women and police in the modern United States—Anne Gray Fischer narrates how sexual policing fueled a dramatic expansion of police power. The enormous discretionary power that police officers wield to surveil, target, and arrest anyone they deem suspicious was tested, legitimized, and legalized through the policing of women’s sexuality and their right to move freely through city streets.

Throughout the twentieth century, police departments achieved a stunning consolidation of urban authority through the strategic discretionary enforcement of morals laws, including disorderly conduct, vagrancy, and other prostitution-related misdemeanors. Between Prohibition in the 1920s and the rise of “broken windows” policing in the 1980s, police targeted white and Black women in distinct but interconnected ways. These tactics reveal the centrality of racist and sexist myths to the justification and deployment of state power. Sexual policing did not just enhance police power. It also transformed cities from segregated sites of “urban vice” into the gentrified sites of Black displacement and banishment we live in today. By illuminating both the racial dimension of sexual liberalism and the gender dimension of policing in Black neighborhoods, The Streets Belong to Us illustrates the decisive role that race, gender, and sexuality played in the construction of urban police regimes.
