An examination of America's housing crisis by the leading progressive housing activists in the country.

Public housing was an integral part of the New Deal, as the federal government funded public works to generate economic activity and offer material support to families made destitute by the Great Depression, and it remained a major element of urban policy in subsequent decades. As chronicled inNew Deal Ruins, however, housing policy since the 1990s has turned to the demolition of public housing in favor of subsidized units in mixed-income communities and the use of tenant-based vouchers rather than direct housing subsidies. While these policies, articulated in the HOPE VI program begun in 1992, aimed to improve the social and economic conditions of urban residents, the results have been quite different. As Edward G. Goetz shows, hundreds of thousands of people have been displaced and there has been a loss of more than 250,000 permanently affordable residential units. Goetz offers a critical analysis of the nationwide effort to dismantle public housing by focusing on the impact of policy changes in three cities: Atlanta, Chicago, and New Orleans. Goetz shows how this transformation is related to pressures of gentrification and the enduring influence of race in American cities. African Americans have been disproportionately affected by this policy shift; it is the cities in which public housing is most closely identified with minorities that have been the most aggressive in removing units. Goetz convincingly refutes myths about the supposed failure of public housing. He offers an evidence-based argument for renewed investment in public housing to accompany housing choice initiatives as a model for innovative and equitable housing policy.

A human right to housing represents the law's most direct and overt protection of housing and home. Unlike other human rights, through which the home incidentally receives protection and attention, the right to housing raises housing itself to the position of primary importance. However, the meaning, content, scope and even existence of a right to housing raise vexed questions.Drawing on insights from disciplines including law, anthropology, political theory, philosophy and geography, this book is both a contribution to the state of knowledge on the right to housing, and an entry into the broader human rights debate. It addresses profound questions on the role of human rights in belonging and citizenship, the formation of identity, the perpetuation of forms of social organisation and, ultimately, of the relationship between the individual and the state. Structured in three parts, the book outlines the right to housing in international law and in key national legal systems; examines the most important concepts of housing: space, privacy and identity and, finally, looks at the potential of the right to alleviate human misery, marginalisation and deprivation.The book represents a major contribution to the scholarship on an under-studied and ill-defined right. In terms of content, it provides a much-needed exploration of the right to housing. In approach it offers a new framework for argument within which the right to housing, as well as other under-theorised and contested rights, can be reconsidered, reconnecting human rights with the social conditions of their violation, and hence with the reasons for their existence.

The globalization of housing finance led to the global financial crisis, which has created new barriers to adequate and affordable housing. It presents major challenges for current housing law and policy, as well as for the development of housing rights. This book examines and discusses key contemporary housing issues in the context of today's globalized housing systems. The book takes up the challenge of developing a new paradigm, working towards the possibility of an alternative future. Revolving around three constellations of writing by diverse contributors, each chapter sets out a clear and developed approach to contemporary housing issues. Conflicts about space and access to resources have shaped queer histories from at least 1965 to the present. In the popular imagination, public housing tenants are considered, at best, victims of intractable poverty and, at worst, criminals. More Than Shelter makes clear that such limited perspectives do not capture the rich reality of tenants’ active engagement in shaping public housing into communities. By looking closely at three public housing projects in San Francisco, Amy L. Howard brings to light the dramatic measures tenants have taken to create—and sustain and strengthen—communities that mattered to them.

More Than Shelter opens with the tumultuous institutional history of the San Francisco Housing Authority, from its inception during the New Deal era, through its repeated leadership failures, to its attempts to boost its credibility in the 1990s. Howard then turns to Valencia Gardens in the Mission District; built in 1943, the project became a perpetually contested and embattled space. Within that space, tenants came together in what Howard calls affective activism—activism focused on intentional relationships and community building that served to fortify residents in the face of shared challenges. Such activism also fueled cross-sector coalition building at Ping Yuen in Chinatown, bringing tenants and organizations together to advocate for and improve public housing. The account of their experience breaks new ground in highlighting the diversity of public housing in more ways than one. The experience of North Beach Place in turn raises questions about the politics of development and redevelopment, in this case, Howard examines activism across generations—first by African Americans seeking to desegregate public housing, then by cross-racial and cross-ethnic tenant groups mobilizing to maintain public housing in the shadow of gentrification.

Taken together, the stories Howard tells challenge assumptions about public housing and its tenants—and make way for a broader, more productive and inclusive vision of the public housing program in the United States.

A history of the antigentrification and housing rights movement in San Francisco, Local Protests, Global Movements examines the ability of local urban movements to engage in meaningful contestation with private real estate capital and area governmental leaders in the era of urban neoliberalism. Using San Francisco as an illuminating case study, Beitel analyzes the innovative ways urban social movements have organized around issues regarding land use, housing, urban ecology, and health care on the local level to understand the changing nature of protest formation around the world. Reconciling the passing of New Left Ideals and the emergence of mobilization on a global scale, he assesses the limits of contemporary urban movements as conduits for advancing a radical political program. Beitel argues these limits reflect recurrent problems of internal fragmentation, and the manner in which liberal democratic institutions structure processes of political participation and interest representation.

The struggle to save the International Hotel and prevent the eviction of its elderly residents became a focal point in the creation of the contemporary Asian American movement, especially among Filipinos. Like other minorities who were looking for positive models in their past to build an identity movement, Filipino youth found their roots in the stories and lives of the manongs (respected elders), and the anti-eviction movement became a key site for the formation of a distinct Filipino American consciousness. Estella Habal, a student activist during the anti-eviction protests, relates this history within the context of the broader left politics of the era, the urban housing movement, and San Francisco city politics. Ultimately, the hotel was razed, but a new one now occupies the site and commemorates the residents and activists who fought for low-income housing for the elderly and their right to remain in their own community.

Hella Town reveals the profound impact of transportation improvements, systemic racism, and regional competition on Oakland's built environment. Often overshadowed by San Francisco, its larger and more glamorous twin, Oakland has a fascinating history of its own. From serving as a major transportation hub to forging a dynamic manufacturing sector, by the mid-twentieth century Oakland had become the urban center of the East Bay. Hella Town focuses on how political deals, economic schemes, and technological innovations fueled this emergence but also seeded the city's postwar struggles. Toward the turn of the millennium, as immigration from Latin America and East Asia increased, Oakland became one of the most diverse cities in the country. The city still grapples with the consequences of uneven class- and race-based development-amid-disruption. How do past decisions about where to locate highways or public transit, urban renewal districts or civic venues, parks or shopping centers, influence how Oaklanders live today? A history of Oakland's buildings and landscapes, its booms and its busts, provides insight into its current conditions: an influx of new residents and businesses, skyrocketing housing costs, and a lingering chasm between the haves and have-nots.

As the birthplace of the Black Panthers and a nationwide tax revolt, California embodied a crucial motif of the postwar United States: the rise of suburbs and the decline of cities, a process in which black and white histories inextricably joined. American Babylon tells this story through Oakland and its nearby suburbs, tracing both the history of civil rights and black power politics as well as the history of suburbanization and home-owner politics. Robert Self shows that racial inequities in both New Deal and Great Society liberalism precipitated local struggles over land, jobs, taxes, and race within postwar metropolitan development. Black power and the tax revolt evolved together, in tension. American Babylon demonstrates that the history of civil rights and black liberation politics in California did not follow a southern model, but represented a long-term struggle for economic rights that began during the World War II years and continued through the rise of the Black Panthers in the late 1960's.
